Budget reform still a priority—Pangandaman – Manila Bulletin

Budget reform will remain the top priority of the Department of Budget and Management (DBM), new Budget Secretary Amenah Pangandaman said.

During the DBM Leadership Baton ceremony for Officer in Charge (OIC) Tina Rose Marie Canda at the department headquarters in Manila on Wednesday, July 6, Pangandaman said that “budget reform is always my top priority.”

“Part of this reform is the evaluation and rationalization of the purchasing department. This is to ensure proper oversight and tighter controls to preserve the integrity of the procurement process,” Pangandaman said.

The new DBM Secretary stressed that under her leadership, the department will continue to strengthen the digitalization of the country’s public financial management.

“We have made progress with our Budget and Cash Management System (BTMS), but there is so much more we can do to further strengthen our Integrated Financial Management Information System (IFMIS),” she said. underline.

Pangandaman said the DBM will roll out and institutionalize these systems across the bureaucracy for greater efficiency and transparency and to prevent corrupt practices.

Regarding the economy, Pangandaman stressed, “We will maximize the limited space and prioritize President Bongbong Marcos’ food sufficiency, infrastructure and climate change goals.”

The new head of DBM also assured that the agency will ensure that government projects, activities and programs reach all Filipinos.

During the handover ceremony, Pangandaman was warmly welcomed by senior DBM officials and staff led by Canda.

“Sec Mina is coming [to DBM] is an answered prayer. She is no stranger to us. She was part of our family, and now she has come back as the head of our family,” Canda said.

Pangandaman is no stranger to DBM. She started as Assistant Secretary in 2016 and was promoted to Under Secretary in 2018.

She also served as Functional Group Leader of the Secretary’s Office, where she oversaw the Department’s Liaison Office alongside her position as Director of the Budget Technical Office.
